the disciplinary action eight months ago. secretary kerry reviewed the review, and decided that these people don't merit further sanctions and they have received paychecks the entire time and they are now back on the job including one woman named charlene lamb. viewers remember during the testimony before the house oversight committee about the raid she said under oath, the u.s. had "the correct number of security assets on the grouped in benghazi" which was directly contradicted by other whistle-blowers and defies common sense begin the fact that dozens of jihaddist overran and ransacked them. ms.lamb back at work today.

>> they were based on the accountability review board. congressman darril issa said this in reaction. in the course of our investigation, the state department review of the four individuals and four folks we are talking about did not include interviews with them or their supervisors to challenge allegations. and he pledged that the oversight committee will expand its investigation in benghazi and how accountability review board in a decision by secretary kerry not to pursue any accountability from anyone. how can they conduct the review and never talk to the four individuals in >> not only did they not talk to the individuals, it did not interview the secretary of state at the time, hillary clinton. and the administration and white house insisted that the a rb was the end-all and be all of

benghazi investigations. that was used to demean and diminish the house oversight committee investigation and gave rise to the insulting phony talking points and phony scandal and talking ponents that the president himself has promul gated and i think it is a white wash from the beginning and they have put four individuals, some of whom who didn't have going to do with the mistakes that were made leading up and during the attack itself. they put it in the penalty box and some of them are back on the job and reassigned. if you look at what has or has not happen since the attacks, nearly a year ago, there is still not a single arrest of any of the dozens of terrorist that perpetrated the attack. we have not had a single person fired in the u.s. government over the meltdown of security

including these four people. as a matter of fact, the whole controversy overthe fate false talking points, you remember that. two of the central players victoria newland and susan rice were promoted by president obama and we saw in the last few weeks an internal review by the state department that revealed still to this day, 15 high risk u.s. diplomatic missions and embassies and consulates around the world in dangerous places still have inadequate security including the embassy in beirut, lebanon. has any lessons learned? the answer to the questions is no. >> it is interesting to note that congressman chaffetz said they are blaming low level employees that were not truly responsible. maybe these four are the four but the investigation needs to

thank you. respiratory >> this is a fox news alert out of atlanta. we are getting reports of gunfire in an atlanta area school. we are seeing live shots here. we are told that police have a suspect in custody. we have live pictures coming back from the school. it looks like they are evacuated and clustered around buses. fox station in atlanta reporting that the person is in custody and no word if they injured anyone or what the gunman was shooting at. we are hoping to have a lot more for you in three minutes. when we get more we'll be right back. coverage from wa ga. let's listen in. >> students started to be evacuated from the school. it is an elementary school that hugheses students. theyushed them to a grassy fold behind the field to safety. that continued 30 minutes or so. they are gathered in two buss and as they told us. they are reunited with their partnerships in walmart. if you are a parent sitting at home watching this and don't rush to the school and be reunited with your child in the walmart there. they don't want them flocking to the scene. it is where the story is still developing at this hour.

we haven't heard the all clear from authorities at this point who were searching for another suspect or someone else in the school or around the school in conjunction with the person taken into custody. what do we know about the person. he was described as a man who walked in and said he wanted to talk to police. we don't know if he was a parent or a worker at the school and we don't know anything else. we are trying to gather that kind of information for you. and we are waiting for an all chlor from authorities on the scene. they have evacuated the scene there with students out back there. gathering and waiting to get on the school because. and they will meet their partners in the walmart on gressham road and i- 20. again, the story started to develop rather fast. deidra dukes is on the scone there.

i can only imagine authorities wanting parents to stay away. they have rushed to the scene understandably concerned about their children. >> my photographer panned off so you can get an idea of the traffic congestion we are seeing in the intersection. it is along the stretch leading to the elementary school. parents are rushing here and other concerned neighbors and community members upon hearing that there is a situation at the school. just moments ago. a fire and rescue ambulance with sirens blaring came through and turning those sirens off and once they did clear the intersection and making sure motorist were able to give away and let them get to the destination. we have an officer on the scene and providing us information. he told us where parents are being directed and told they need to head over to the walmart

parking lot. and the shopping center and that the kids are being bussed to the parking lot and parents can meet their children at gressham and 20 at decatture. and still upon hearing this, you can only misdemeanoring the fear and concern that parents have not knowing what is going on and hearing that someone with a gun there at the school and not knowing where their children are and not able to reach them and one of the school becauses there, it doesn't look like there are any children in the school. the police officer most likely directing that bus driver to what route they want her to take to pick up the children. they were evacuated and still on the property, my understanding, on the campus grounds and have been evacuated. >> and these school buses being directed to the area where they are to pick the children up and

relieved partners are meeting them some ways away this afternoon. and very congested situation here. and we happen why parents are concerned and why they would want to come here forward. and why it is so important that they do in fact, listen to police and head over there. and because, you know, as we know. police have the situation looked down and they are not allowing parents on the property today. it would make it more difficult. and from what we see people down the street, and no doubt since we so the folks coming back after a bit and telling them where they can go and get the information they need and just a situation out here where people are still very much concerned and just eager to be

breaking news out of atlanta. we have reports from the associated press and now from our local affiliate wa ga. a man walked in the school outside of atlanta. he said he didn't want to hurt anyone but wanted to speak to police. the school was evacuated and no one was hurt. the suspect is in custody. and the kids were vehicle vacced and they are doing a head count to make sure everybody was okay. let's listen to the local

coverage at wa ga. >> that person entered into the school with a gun and we can see the students and everybody is safe at this moment. they are sitting on the grass waiting to board the buses as they arrive here in the elementary school. there are two buses already on the scene and it looks like students -- on are lined up for drivers to arrive and take them off of the school property. we received reports of that gunman inside of the school and then maybe 5 or 10 minutes later, we saw the students filing out. the majority rather calm row. we saw some running to safety in the field there. that process continued on a steady pace of 10-15 minutes. we told you earlier that $0.08

a quick update for you now on breaking news out of atlanta. we had reports earlier of gunfire at an atlanta area school. this is an elementary school outside atlanta in decatur. we're told police do have a suspect in custody, apparently according to our local affiliate walked into this elementary school with a gun and demanded to speak with someone. whether or not he fired his gun isn't clear. there are reports witnesses say that's what they heard. as far as we know from school officials, no one was injured. we'll keep you updated as we get more. this is a fox news alert. prosecutors resting their case against the u.s. army major accused in the ft. hood shooting

2009 afternoon. we have seen tears on the stand, even a moment where at least one of the victims stared down major h hasan once his testimony had finished, the first time he had come face to face with him since that day. we have been under the impression all along once the prosecution rested we would move straight to major hasan's defense and call his own witnesses because he is serving as his own attorney. that is now not the case. they are giving it to him first thing tomorrow morning. the judge immediately dismissing the jury members once the prosecution rested, ordering back to the courthouse at 9:00 local time, 10:00 eastern tomorrow. from the very beginning, hasan acting as his own attorney said he would be calling at least two witnesses to the stand. in the last two days he has taken them off the witness list. he could continue doing tomorrow what he has done all along, that

american industriness, when the government is incentivizing that we're seeing the fruits of that right now. >> this is just the federal government because there are state and local agencies as well. the federal government has 126 separate programs aimed at helping low income people. did that breed potential for trouble, even if they have laudable goals, when you have that, there must be -- there could be some overlap, certainly room for people to get involved in fraud, that kind of thing. it sounds pretty duplicative, 126. >> not all go to individual. some are general to the community to try to help with poverty. when you're talking about temporary assistance or needy family, you're talking about children, shannon. i don't think anybody wants to punish children who have poor parents. the idea is give everybody in our country a chance. we've gone through a recession and seen an increase in the food stamps role as a result.

i think people want a safety net in our country no matter how much for capitalism they might be. 50% of people on welfare in our country are working. 13% or so are involved in some job training or job searches. another 26% have some sort of job. it's that they don't have full time work. it's not the case -- to reiterate, these are not lazy people. when you create this incentive as you and jonathan were describing, we want a social safety net. >> obviously, nobody wants children in need or physically challenged to have extenuating circumstances. >> it begs the question, if you can make more than $60,000 in hawaii and not go to work, what is your incentive. >> a government program will not take somebody out of poverty. why we call it temporary

everybody's guilty of committing crimes, we can't look at that number. i think that's ridiculous. >> what position does this put law enforcement officers in, in the middle of the night having to make split second decisions worrying about being questioned after the fact and they're trying to protect the community. >> that this is relevant question. this policy, not a program, a policy, is part of an active approach to law enforcement. if you don't take that approach and don't understand you can stop somebody if it looks like they're doing something suspicious, then what it does is take police officers and turn them into report writers. the police officer's natural reaction if we can't stop people and risking being sued for violating people's civil rights, what we will do if somebody comes us to with a report of a crime we'll write it out and submit it. the only arrest that will take place will be people who commit

crimes right in front of officer, very few. >> do you think we're getting to a place common sense and political correctness are running head to head with each other and what are the results when police officers hands are tied? >> i'm worried we're past that point. police officers hands are tied. they're no fools either. they're not going to stick and shouldn't stick their professional necks out and be expected to make arrests or stops, i should say, in the face of a policy that's -- that favors essentially holding them liable if somebody wants to second-guess them. there's no standard imposed for the monitor that the judge appointed. that monitor was responsible to her and to her only. >> now she also proposed a one year pilot program of having officer officers somewhere on them wear a camera in certain districts and certain places so interactions could be recorded and see what is going on at all times.

what kind of complication toes that have for suspect, innocent victims and officers? >> it's enormously complicated when you turn the camera on and off. is it on all the time. is it on during a domestic dispute the police officer arrives on the scene? on when an informant wants to tell a police officer about a crime? nobody wants to be on camera in that situation and whether the police officer turns it on or off. what happens if the officer sees something if he then turns the camera on the thing he saw will be in the past. the thing he saw, it won't pick that up. it's an enormously complicated thing plus a piece of jim crack technology that's not likely to work in this kind of a situation. i can understand why they do it with traffic stops or pulling people over on the road but not here. snow you think

here, gentlemen. thank you for joining us. >> thank you. >> let's talk, first, about lime disease. that's something people are familiar with. i understand a number of cases we're seeing this year sounds like really something new. >> the cdc for the first time acknowledged the number of cases of lime disease is actually much greater than previously recognized. originally there were 30,000 cases believed to occur every year in the united states mostly in 13 states. current estimates by cdc is there are over 300,000 cases of lyme disease and that number may change as more data comes in. >> steve, in addition to that, there are new things we need to be worried about and may have been going on in the past but misdiagnosed or underdiagnosed, what is the danger of the new viruses. there have been a number of viruses been known in the past and others perhaps been misdiagnosed. one virus has a 30% mortality

rate and thankfully, it's very rare m. we just look for other places we can locate this in ticks. black leg and deer ticks, certainly those species of concern there. there are ticks called hard ticks transform various diseases in this south and other parts of the united states. >> doctor, what kinds of symptoms do people need to look out for? how is it diagnosed? a blood test? what do they need to know. hey, they've been out in the woods, summertime, you never know. >> what people need to recognize, lyme disease has a very specific set of symptoms and sometimes can lie silent or dormant a period of time. initially what happens during the first 24 or 48 hours a deer tick can transmit lyme disease but also transmit a deadly virus. or borealli, another type.

there are other ticks not in the lyme tick family. deer ticks can transmit other diseases as well as and rocky mountain spotted fever. people should be aware of different symptoms, any flu-like symptoms or severe fever chills during the summer, that can be an early indication lyme disease is present. if one of these other viruses are present which can be transmitted within 15 minutes is present, those symptoms can be correlated only through a spinal tap, a very serious condition doctors and neurologists need to be aware of. these other tick-borne illnesses may have similar symptoms but only include fatigue and migraine symptoms. there is a wide variety people need to be aware of during the summer months and wide variety of precautions to take.

>> what's the best advice to make sure you don't pick upper oupper -- pick up one of those critters. >> using a good repellent and in that case more is better. deet is a common repellent to use. 20 to 25% deet is fine to use on your skin and clothing but not on children below 2 years of age, perhaps 10% on children years 2-5. also, inspecting each other when you're out hiking, looking, checking for ticks. it looks kind of odd to do this if you have long socks, pull them out over the top of your pants leg. ticks get on that way. >> if you do spot a tick, what's your best advice? remove it yourself or go straight to the doctor? >> if you can get a doctor to remove it within that specified period of time, we're finding they can be transmitted quickly, 24-48 hours.

we recommend a careful extraction using tweezer or forceps. you have to be careful removing the tick because they bury their head inside the skin. they're extremely small. some can fit on the tip of a pin head. you need to be very careful. use a magnifying glass to spot it. put your frceps around the tick and pull gently until the tick releases and apply some alcohol to at the area, remove the tick and place it in a safe environment, the trash or down the sink or in the bathroom, and make sure that if you come in contact with it, that you carefully watch your hands afterwards as well. >> excellent advice. good warning signs to watch out for. thank you both very much. >> thank you. >> concerns about segregation in the world's melting pot. a plan to combine affordable housing units with luxury condos

separate but equal could be taking on a whole new face. a developer in the big apple is under fire for plans for a condo building. some units will be reserved for low-income housing but those residents may not be able to use the same front door as those who are paying market rates for the condos. lisa is here with details from new york city. >> this is a picture of the luxury constant minimummum tower under construction at 40

riverside boulevard overlooking the hudson river. the developer is planning to build 219 condo units, some starting at over a million dollars each, according to westside rag.com. they will include 55 affordable housing units with rents starting at $845. local community board seven says they would have a separate answer -- separate entrance and elevator. >> why do these affordable units have to be segregated apart from the condos that the wealthy can afford to buy? >> an issue because the low-income housing would make the developer eligible for tax benefits and air rights that could be worth millions of dollars. the company says many factors go into the design of the building, including efficiency, cost, and financessability, especially when units like this are permanently affordable. those living here have an opinion. >> one door for one building and share the access.
